A:They can't possibly justify these fees.

However, if you don't pay them, you don't get the information you need and your buyer won't exchange contracts. So the reality is that they never have to justify them.

It's blackmail pure and simple and Beaverstone and plenty of managing agents like them know exactly what they are doing. If you want to sell you are going to have to pay the fees demanded.
