Q:Does any one know how you go about getting a Home Information Pack sorted out and how much it costs?

Its not a tax, well not if you use a non-VAT registered HIP provider or DIY anyway! £450 is very expensive for a standard HIP – most these days go for £300-350. The HIP is of value to the buyers solicitor when the time comes for them to get involved and the EPC is of value to the buyer themselves.
You havn't got access to your HIP? Most HIP providers make a copy available online/give you a CD or datastick and either send you/the agent a hard copy as well. Have you tried contacting the HIP provider?
In terms of complaints I would start with the HIP provider – ask your agent to help if necessary. If you don't get anywhere find out if they are registered with the HIP Code (http://propertycodes.org.uk/hipcode/index.html) as they have regulatory powers over member HIP providers.

IF we take it off the market then put it back on we will have to get one but a couple of est agents are saying dont bother, just continually market the property….your thoughts???

You are quite correct in your assessment of the situation. You do not currently need a HIP but will if there is a gap in your marketing. If I can help with anything specific just let me know.
