Q: Hello I have been very interested in Forest Martins opinion and someone else, from the hips, Im looking for information online about this and there is this huge debate going on hear opposition, I dont know the outcome of the government debate, That is just another and has very little to improve the environement or sell?


A:I want to sell my house in the next few months. It seems daft to pay out for the HIP when I am likely to buy a house that went up for sale before the deadline – therefore causing me to pay for my HIP and all the searches on the new property so I am thinking of putting it up for sale privately before the deadline.

From what I have read on the goverments website this will be okay so long as I have proof it was on the market before 1st June such as a newspaper heading. Would an email printoff be okay too if I put it up for sale online, soes anyone know?

Yes, I expect it WOULD be sufficient, also sat an email confirmation dated from the website you use ( eg, from loot if you advertised there)

Bear in mind, if those among usa who believe the tide is turning to being a buyers market- those buyers are likely ( I know I would) be to choose a property where the HIp is provided over one its not, to save thier own money on searches.

A:As I've said elsewhere on this forum I believe the existence of a HIP, when we started selling our property and buying another, would have made things far easier. Having the Local Authority Search present at the start of the purchase would have saved a lot of poor communication between solicitors. Also we've put in loft insulation and a condensing boiler so would expect a good energy rating.

But what if your house is on the market for 12 months, would you have to do new local searches, which is extra cost.


A:The energy rating assessment will be flawed. for instance new regulations insist that new houses are built with much smaller windows to conserve energy, but in fact this causes insufficient daylight in homes and people have to burn lights during the day time , but the lights will not be on when the inspector is there will they as with many things that can be misinterpretted, is there any system available for completing the HIPS yourself and avoid paying other than for the forms especially when you are a house builder?

A:The only new part to all this is the energy performance certificate requirement which rates houses as per their energy efficiency. Next year all residential rented property will be included and then all commercial property including football stadiums, leisure centres etc. Within 10 years the government will have a database containing information about all of these properties' energy efficiency. In just the same way that they have gathered information about the population – by stealth (think CCTV, DNA samples, electronic fingerprinting). ID cards anyone?

Guesss what happens then? Your council tax bill is determined by the energy efficiency of your home.

Although HIPS produce a lot of information which is required at the moment I wouldn't be surprised to see lenders and buyers asking the questions a second time rather than relying upon vendor produced information. In any case surely surveyors are actually best placed to do the energy report as an add on to a survey? This would save a lot of resources – think of the mileage the inspectors are going to do – that's quite a bit of carbon!

Finally isn't the whole HIPS act up in front of the Lords again in the next few days – can they delay its implementation? If they can would Gordon or Tony invoke the parliament act to force it through? Now the Lords has no inbuilt party majority they might find it expedient to let the legislation lapse.[/QUOTE

Unfortunately they cant. the email missive came round to me today. A political technicality by the looks.

A:It woudlnt surprise me if Brown backtracked on this one, but its like the foxhunting thing, its like SO much time and HUGE amounts of money has been poured into it, that they jsut want to get it over with.

I was talking about this the other day with my mate who was a campaigner on foxhunting and Im working on hips now, it feels very similar in terms of fractured political will ,the length of time the issue has gone on for.

The fact is thoug, the government has to collect this data from somewhere – If not hips – where? this – once its in place properly – is likely to be a much more palatable option than the potential alternatives of an EPC whether you are moving or not – or other potential schemes.


A:Now that I think about it. Someone just mentioned elsewhere that Brown will repeal it because he will need the votes. That is more of a realistic possibility.

most of the components you pay for in the house buying process anyway – its only the EPC which is new, and even rented accomodation are going to have energy appraisals next year- we have to stop the detrution of the world somehow, and people taking responsibility for thier own energy use hasnt happend in the main- so time for taxation to take over is my view.

if you dont know the government debate outcome- Ill tell you government won, its going through.

its got A LOT do with house sales – should quicken the space from survey to exchange hugely,.
