Q: Hello I have been very interested in Forest Martins opinion and someone else, from the hips, Im looking for information online about this and there is this huge debate going on hear opposition, I dont know the outcome of the government debate, That is just another stealth tax and has very little to improve the environement or sell?
From what I have read on the goverments website this will be okay so long as I have proof it was on the market before 1st June such as a newspaper heading. Would an email printoff be okay too if I put it up for sale online, soes anyone know?

Yes, I expect it WOULD be sufficient, also sat an email confirmation dated from the website you use ( eg, from loot if you advertised there)
Bear in mind, if those among usa who believe the tide is turning to being a buyers market- those buyers are likely ( I know I would) be to choose a property where the HIp is provided over one its not, to save thier own money on searches.

Although HIPS produce a lot of information which is required at the moment I wouldn't be surprised to see lenders and buyers asking the questions a second time rather than relying upon vendor produced information. In any case surely surveyors are actually best placed to do the energy report as an add on to a survey? This would save a lot of resources – think of the mileage the inspectors are going to do – that's quite a bit of carbon!
Finally isn't the whole HIPS act up in front of the Lords again in the next few days – can they delay its implementation? If they can would Gordon or Tony invoke the parliament act to force it through? Now the Lords has no inbuilt party majority they might find it expedient to let the legislation lapse.[/QUOTE
Unfortunately they cant. the email missive came round to me today. A political technicality by the looks.

I was talking about this the other day with my mate who was a campaigner on foxhunting and Im working on hips now, it feels very similar in terms of fractured political will ,the length of time the issue has gone on for.
The fact is thoug, the government has to collect this data from somewhere – If not hips – where? this – once its in place properly – is likely to be a much more palatable option than the potential alternatives of an EPC whether you are moving or not – or other potential schemes.
most of the components you pay for in the house buying process anyway – its only the EPC which is new, and even rented accomodation are going to have energy appraisals next year- we have to stop the detrution of the world somehow, and people taking responsibility for thier own energy use hasnt happend in the main- so time for taxation to take over is my view.
