A:There are no hard and fast rules, for instance if this was brought to my attention at work (I am a Head of Legal Services for a local authority), I would consider the following: -
1) Contact the owner – ascertain their intentions.
2) Consider an Empty Dwelling Management Order – this is a relatively new power under the Housing Act for local authorities to bring empty property back into use.
3) Consider a Section 215 Notice. This is under the Town & Country Planning Act and is used to require owners to improve a property's visual appearance or face prosecution and/or works in default.
4) Consider compulsory purchase.
If I was a private individual, I would consider offering to buy the property once I'd ascertained the owner's details.

A:The term "Bona Vacantia" literally means vacant goods and is the legal name for ownerless property, which by law passes to the crown.
It should not be to difficult to find out if the property is registered or not.
